I don't think there is a cure. I wish she would ask better questions though! I will squish her laptop like mattbirt2003 said. I don't know how successful his other suggestion would be. Maybe get Mr. Dory and baby Dory to hog the desktop.(oh, wait, they already do, that's why she got the laptop!)

Your sister can go for guava fruit and eat atleast 5 to 6 ripe banana at once. Take cinnamon powder for relief. Stop non-vegetarian, fast and spicy food for few days. Drink lots of water and juice to refrain from dehydration. Live on fruits, fruit juice and salad and see the difference.

my brother had this, i used to limit him to two questions a day, whenever he went to ask a question i would say "do you want to know enough for this to be one of your two questions"? im such a cow of a sister! it did work tho
