He proposed a reformed tax structure allowing businesses below a certain employee level to claim their income at the private citizen rate vs a corporate rate, thus affording them a higher revenue. Congress passed this and other tax proposals of his on a limited basis. Now, he is pushing for these tax changes to be made permanent.
