I buy shoes (athletic ones) at eastbay.com they ship to Japan and my last pair was actually cheaper than when I bought it at the mall (I got the same pair, different color 3 weeks after). Also for more formal shoes, I like Allen Edmond. They will ask for your exact measures and (especially f you buy the Italian line) the will fit like a glove.... on the down side, it is about US$300 a pair.
Ah, yes in Shinjuku there is a big shoe store I didn't like the selection very much, but there are lots of sizes... look for the address in this other blog.... the comments starts like this "This place, é´ã®ãã«ãª (kutsu no hikari) has up to size 15" and the link is below

The best thing is to go to the city. There are all types of shoe shops and even the ordinary ones have extra large sizes. You need to get a holiday brocher from one of the hotels and you can contact them. On line wouldn't help if you don't know what the stores carry. Email a hotel and ask for the email address of the
shopping centers. Again, it is better to go to Tokyo or send a friend who knows your style and tastes for shoes.

I think you can find American sized shoes in the Ginza area. It is a bit expensive, so you may want to bring another pair or have someone send you shoes. Or if you know any folks living on the base, they can get shoes for you. Or check online. Lots of stuff can be sent to Japan or within Japan.

Stores in and around US Marine/Naval bases usually stock up on larger size shoes. You won't have trouble looking for shoes there.
Other then that.. I'm afraid you need to check those websites that were suggested to you, or make a trip home.

Wow 36cm will be very hard to find especially for dress shoes.
Regal shoes usually has big shoes but you will pay an arm and a leg for them.
