Get a paint pen from the craft store, although you will need to give a clearcoat of polyuerethane or something similar to keep it from wearing away.
If you have a steady hand at painting, you could get a cement or concrete paint.

Sharpie markers are the best you can write on just about anything with those, and they are permanent

paint made for cement and stencils. I've tried permanent markers. They fade quick outside.
