Um, Hire more people? Seems pretty obvious to me.
What do you mean "legally"? Unless these people were under contract and broke it, they have the right to leave a job. If that many people left, there are probably some decent reasons for leaving. You might want to look into another job.

Hire 4 people to replace the 4 that left the job. It is all you can really do. If they no longer work there, you can replace them by hiring 4 new people. Just make sure when you are hiring the new employees that they qualify for the job.

You can file action if they broke a contract, either verbal or written. But if they left for unsafe conditions, or have some other legitimate reason for leaving you wouldn't have much recourse.
If the job is not safe to finish with two people you would obviously have to hold work until some resolution can be made (like hiring more people). Just make sure you are up front with the party who commissioned the project, whether it be a boss or client.

The word "Man" is the killer here, if you had men and women, given enougth time you would be able to reproduce to create a 6 person group, but I hope you ain`t in a rush as this tends to be a very slow solution to the problem.
Maybe you should just look for another 2 people.

Finish the job and do it well and on time and the two of you will get promotions. **** the other people who left. They're not going to be working anytime soon because nobody will hire them.
What kind of job is it anyway when the overwhelming majority quit?
