The best routes to take are to research the process of starting a business as well as the industry you're interested in.
I recommend checking out the SBA, Entrepreneur, The Start Up Journal & Nolo. All 4 are great informational resources for the new/small business owner. I posted links for you in the source box.
Associations may be a good avenue to explore as well. These organizations will address many of the thoughts, questions and concerns you'll inevitably have as well as many you haven't anticipated yet. See the source box for some relevant links.
Research, research, research – this cannot be stressed enough. Read as much as you can about the industry. Here are some book titles that are relevant:
* How to Start & Manage an Air Conditioning & Heating Business by Jerre G. Lewis, Leslie D. Renn
* The Business Plan for Your Air Conditioning and Heating Company by 125aday.com Publishing
Hope that helps! I wish you much success & happiness in all your ventures!

There's going to be two areas of focus: general startup issues, and licensing with Maryland.
First, with Maryland, you've got to work with their department of commerce. Maryland.gov will have information about getting a sub-contractor's license. It's probably going to involve two tests (state law and HVAC-specific stuff), some fees, some experience in the industry (two years is common), and bonding.
Second, you've got your normal stuff too: legalization (forming a corporation, partnership, or alias), business licensing, insurance, banking, setting up a shop, hiring, financing, etc.
Another useful place to go when setting up a business is zapdata.com. It's a free service from Dun & Bradstreet that will get you information about other companies like yours in your area: how much they make, how many employees they have, etc.
Good luck
