i like one of my neibours...he seems quiet and shy and sometime it seems that he like me too, he look in my eye till i go in my home and mostly he stand in my way (do you think its an enough reason or not), it seems he want to tell me sth as i want, but i cant...what do you think should i tell him?? how can i tell him or show him that i do love him?? please tell me an easy way , 'cause i'm SHY ...

leave him a letter that expresses your feelings..so he'll know..maybe your not shy just afraid of rejection..

You sure he ain't a psychopath or a stalker as he keeps staring at you in the eyes, stands in your way. If he ain't then just walk upto him and say hello, thats the best way to break the ice.

First, DO NOT tell him YET that you LOVE him, because you don't really know him yet.
You ARE attracted to him, so invite him to go somewhere with you, like lunch, bowling or a movie. Keep it light and fun, smile a lot, and see what develops.

try to get him to open up first. try to have a conversation about something you have in common. if you get to know him better that might help determine if he is interested.
