I don't know about lavender being a repellant, but citronella is used in all kinds of repellants, be they candles or plants advertised as such. But in my own experience, citronella plants are not all that effective.
Pennyroyal, on the other hand, is highly effective. When I go sit on my deck I snag a few leaves, rub it on the exposed skin, and enjoy the evening air (and scent of the plant!) Try it!

Because pennyroyal tea and other oral forms of pennyroyal contain very little pulegone, they may be safe to take in small amounts. "Found in many natural insect repellent formulas, it is supposed to discourage flies, ticks, gnats, fleas and mosquitoes. Citronella oil is often mixed with pennyroyal to enhance its effectiveness in combating insects. Known to keep down the ant population, it can be made into a strong decoction to use as a floor wash. Crushed, fresh leaves can be rubbed on the skin, not only for its repellent properties, but also as a mild deodorant."

There are many natural ingredients that repel mosquitoes. Citronella for example, extracted by lemons and basil.

I believe it is citronella, same as the candles. I believe Marigolds also help repell insects.
