What is a good program for putting menus,with sound if possible,to the DVDs,please?

For greater flexibility with menu design, use Adobe Encore DVD. Nero Vision Express only allows you to select button design, background image, and background sound. Encore allows you to use almost any composition you can do in Photoshop or After Effects, as well as offering more professional interlinking capability.
