In 1982, those numbers were at 42.3% for African-Americans and 36.4% for Hispanics.

Um, in what country? Globally? Remember that worldwide, there are 880 million illiterate people, many of them women (because of unequal access to education in many countries). So this question cannot really be answered until some more information is provided.

I think it is probably pretty low. I personally love reading but most people nowadays have the attitude that reading is only for students. Not many people in general read much anymore.
