Mini bubbles--they come in 20 packs. Chinese YoYos. Oriental Trading might have some stuff if you have time--they are quick to send. I am pretty sure they have a whole Luau theme. They have int he past.

I would fill the Pinata with small toys, pencils, erasers, make-up(if it was a girl birthdy party) or if it was a all boy birthday party I would fill it with little cars.

Small toys could work as long as they aren't pointy, or how about clues to a scavenger hunt around the house. The clues could be put in those small plastic easter eggs or something.
