I think India qualified for the 1950 World Cup, but were unable to participate as they refused to wear football boots. They are currently ranked 117th in the world.

India qualified for the 1950 FIFA World Cup after a number of teams withdrew from the tournament. However, they declined to participate after FIFA prohibited playing barefoot.
India's application for the 1954 tournament was not accepted and they did not compete in a qualifier until the preliminary stages of the 1986 tournament. They recorded two victories in six games but were not close to qualifying.
