First step would be to determine the time frame. How long should the speech be?
Second step would be to determine the target audience. Who is listening to the speech.
Next, create an outline covering the high points of your speech. If you worked on a policy book. The first might be why did you start. For example a good opening line Might be. "The knocking on the door early Monday morning set in motion the rest of my week ( you can knock on the easel for effect)
After creating an outline. simply write on one note card key word or phrases in the same order of the outline. If your confidence level is the issue I would suggest joining organizations such as Rotary club or toastmaster that provide a safe environment for speeches.

I like the first answer, however I wouldn't recommend it. How long does your speech have to be? Just be wordy, explain any changes-how it was before and how it is now. I'm assuming that policy books are some kind of employee handbook, so you could always go over the pertinent aspects to the policy book.

Well, pick out some of your co-workers,pick out say at least 3 policies that got your attention, give an instruction to your helper and then demonstrate how the policy can be an asset to the company or a liability.
