YOU HAVE TO HAVE AT LEAST 2 FORMS OF LEGAL IDENTIFICATION TO OPEN ANY BANK ACCOUNT. LICENSE, STATE-ISSUED ID, PASSPORT, ETC. USUALLY ONE PHOTO AND ANOTHER, LIKE A SOCIAL SECURITY CARD, OR A BIRTH CERTIFICATE. AT LEAST, THAT'S HOW IT IS HERE IN MA.

Its a federal requirement, that bank doesnt exist.
