Because with everything in life it's not quantity its quality! 20 minutes of real quality workout is worth a lot more than 2 hours of not so good quality exercise.

When you work out, mainly lifting weights, you tear your muscles. They get bigger when they heal. Creating new muscle on top of the damaged muscle. So, the reccomended time to workout helps your body recover and build muscle mass.
