Because with everything in life it's not quantity its quality! 20 minutes of real quality workout is worth a lot more than 2 hours of not so good quality exercise.

When you work out, mainly lifting weights, you tear your muscles. They get bigger when they heal. Creating new muscle on top of the damaged muscle. So, the reccomended time to workout helps your body recover and build muscle mass.

Thats the minimum they recommend to keep active and healthy, you're not meant to do it every day as you need to let your muscles rest

thats the reccomended amount of weekly exercise to stay fit and healthy!More is not unhealthy although too much is!
