While the Chinese use the Gregorian calendar (same as most of the world) for day to day transactions, the Chinese New Year and other festivals are based on the lunar calendar. Months in a lunar calendar go by phases of the moon, so they are shorter than in the Gregorian calendar. As a result, the Chinese New Year will appear to be on different days each year.

As far as I know, the Chinese New Year is always on the New Moon, and you can see already that the New Moon falls on a different day each month throughout the year.
