The last English player to score in a World Cup tournament was Frank Lampard who scored the late winner in the 2-1 win over Poland in October 2005. The term 'tournament' includes the qaulifying rounds - the stages which take place in the host country are merely the final stages of the tournament. However if you meant the World Cup final stages, then yes, owen is correct.

Michael Owen. He scored the goal against Brazil in the quarter-final in 2002. Brazil eliminated England in that match and went on to win the World Cup.

Michael Owen in the first 10mins of the last 8 (QF) against Brazil in 2002, just before rivaldo and a classic ronaldinho freekick(no fluke) sunk the english and sent them home to think again!!!!!
