everyone says that a garden needs 1 in of rain per week
how do you judge if you got 1 inch or not

Put out cups in the garden. When you have your sprinkler on, the water will fill the cups as it waters the plants, so, you will know exactly how much water each place gets, and can put your sprinkler in the places it isnt getting enough.

just make sure the ground is moist but not wet!there is no exact science to gardening,its mostly trial and error.i water mine every other day,but give them a good soaking each time,but as it gets hotter outside they will need more.but i live in texas,so it all depends on how hot it is where you are.
