If you are a true novice and don't want to spend much time learning how to make a site, I would suggest the current super-popular MySpace. You can quickly get your information up for all your friends to see.
If you are interested in something more, but still fairly simple try GeoCities or Yahoo.
If you are willing to learn HTML I would suggest ATSPACE.COM. You can create a website for FREE up to 50MBs in size. I have two websites through them and the uptime is great. NO ADS, NO BANNERS. You'll need an ftp program to upload your stuff. There's a good free one for personal use called "FTP Explorer". Of course you'll either need to learn HTML or use one of the WYSIWYG programs like FrontPage or DreamWeaver to actually design your site. e-mail me if you need some help...
If you want your own domain and have it hosted, I suggest ReadyHosting. You get 1GB of space unlimted e-mail accounts, FTP access and domain name registration all for $99 a year.

first you have to do some papaer work for that like how many pages u want who is the target people for u and wat kind of things you want on u'r site like more animation or more graphics now a day in market animation site is doing gra8 if u are using animation it'll be costly and taking a lot of time for develop
once you finalize the thing then start the designing after the design you have to upload u'r side on the server ( i hope that you have your web space with you).
just upload yout site on particular sever and then enjoy buddy just type u'r url and have some coffee cup in hand and say yap its my baby.

I finally got my 360 page done. I don't know if that's the kind of site you want but it was pretty easy. But I don't have any friends yet. If you want a site for a business just search for info.

If it is a personal website, then I suggest you for a free service provider. Pls follow the steps below...
(1) Design your website FREE at http://www.freesitebuilder.co.uk/
(2) Host it FREE at http://www.brinkster.com
If it is for a biz purpose,
(1) Register a domain name
(2) Follow the same steps as above but try using a subscription service instead of free services inorder to avoid ads
I would recommend you two paid service providers
(1) www.melbourneit.com (But slightly expensive)
(2) http://www.hostjack.co.uk

It all depends on what kind of a site you want to make.
If you just want to set up a forum, go to proboards.com & get one for free.
If you want an actual webpage, then you need to buy a domain. You can get those on Yahoo's front page for $2.99 a year. Once you have a domain, you will need someone to set it up for you though unless you know what you're doing.

the only thing is that, if you wanna design your own type of website you should have the knowledge of HTML.
