Winter is definitely harsher for the people in Kashmir because of scarcity of resources with them, presence of international terrorism and vested petty interests of political leaders there.

I think its Kashmir, and not because of the weather (it is colder in Sweden more I guess) but because of the economic and political conditions there. It is always harsher when u cannot afford the next fur coat or even go out to buy medicines with teh certainity that you wouldn't be bombed. Kashmir was safe a few months ago, but has returned to instability again :(
