Scan for virus, delete temp files, remove unused software,

it will work

There must be some software or application which ur system cant stop during shut down process. Run malacious software tool. www.microsoft.com
If the problem still persists, then better contact a technician instead of trying somethin else.

go to control pannel and Schedule task and change the settings.... also go to run > type msconfig and Edit there....
