Not all woman are scared to experiment in bed. I think it depends on who you are with and how comfortable you are. Mutual masturbation is great. Maybe you are dating the wrong woman!?!?!?

open discussion before you get there lets say a day or week if they seem to be that way, talk about it often but discretely to see how she or they feel about it rather than putting them on the spot. see if it turns em on or entise them and push a little more each time u do discuss it so that it doesnt come accross in an inmidating matter or as quite a shock when your ready to bring it up. that works for me:)
