FYI: (added after a dozen or so answers) I'm researching for my book - one of my characters asks exactly this question. I didn't think people would be rude or take it seriously at all. Amazing.

Soldier of Fortune magazine. Or you could contract directly with former employees of mercenary companies aka private military companies. Problem is, most of the "best" have already been hired to work in Iraq.

Your local police station usually keeps on file a list of all known or suspected assassins in your area. I would check with them first. You can also advertise in the local newspapers "Wanted to Hire" section. If these don't work, try google.

If you know anyone who smokes weed ask his dealer if he know anyone dodgy. Drugs are the fastest point of contact into the underworld (This is an educated guess BTW no need for an assassin I'm glad to say!) Good luck with your book

Personal ads in the national newspapers- there are key words and bible quotes that denote a killer is open for trade although I am unsure which- it used to be personal deaths with the surname of the deceased as 'Taurus'- if you wanted to hire that persons services you would then send your condonescences etc etc
