I'd say it's a combination of maturity and finding the right person to share the experience with.

Don't have sex just for the sake of having sex & don't have sex just because you think you're old enough and haven't tried it yet.

Age can not be a factor in the determination of ones sexual onset. For men, they are ready at first wood. Women are ready upon request.

I suppose it is determined by how you grow.Also control your feelings,overcome peer preasure and tell yourself you need to know so you won't regret when its late. Be careful teenagers, dont throw yourselves into a mess.
