Where do you live? If you give a general area it would be easier for us to help you.
Contact your local breed rescue group. You can find them by going to Petfinder.com and do a search for your breed. Click on an advertised dog available for adoption closest to where you live. Most groups have a link to their web page or a phone number listed that you can contact to ask about surrendering your dog. If you dog is not a pure bred that dosen't mean that you won't be able to find a rescue group. There are many mix breed groups listed on Petfinder also. If it's a small or large breed there are groups that will take any breed, pure bred or mixed simply based on the dogs size.
OR
Try listing it on any number of local on line classifieds in your area.
OR
Put up flyers all over the place in your neighborhood and at Grocery stores and at Pet supply stores.
Please be sure that if you are going to advertise the dog yourself that you screen the potenatial adpotive home throughly. Ask a lot of questions and try to see their home and where they intend to keep the dog (inside or outside). Ask how many hours a day the dog will be alone? Will they be taking it to obedience classes? What kind of food will they be feeding it? Are there any other animals in the house? Are there any children in the house? Do they have a vet? Do they have any experience with dogs? Those are just a few examples of questions you should be asking a potential adoptive home. Be sure to ask for at least 2 references and their vet's name and number so that you can call and ask about them. It may sound like a lot of work but you want the best possible home for your dog and by being proactive and asking a lot of questions you will be able to best sort out what would be the best home for your dog.
Good Luck and I hope you find a great home for your dog. If you have any other questions about what you should be looking for in an adoptive home please feel free to e-mail me. I am more than willing to do whatever I can to help you find the best "Forever Home" for your dog.

Have a garage sale and put a sign out for adoption of your dog or go to a flea market.
Post signs at local stores, pet shops, dog groomers, churches, gas stations, ect...
Ask a friend, beg if you have to.
Go online to a pet lovers forum and try to find some one locally.
Get a list of local pet foster homes in case you can't find a home right away. They may even be able to help you.
If you are near farms ask the residents if they are willing to adopt. Most farmers love having dogs to ward off unwanted animals.
Sneak him to your new place!

petfinder.com lets you put up ads.. There is also craigslist.org, but do not ask for much in an adoption fee there. I would say 50.00-100.00.. Don't make him free though.
Why can't you take your dog with you? Personally I would never move somewhere that I could bot bring my dogs.. I know sometimes there is no choice, but often there is more of a choice than people realize.
What kind of dog is it? and age?

Ask all your friends, or put up a flyer at your local grocery store on their bulletin board. You could also take a picture and your phone number in to animal control and post it on their bulletin board. I adopted 2 of my dogs from animal control.

Post a note with a picture on bulletin board at local groomers, and pet supplies. sometime vets have ad boards too. a picture makes a lot of difference, as more people will look.
