Well, since breasts are made up of fat, You are burning fat there instead of other places. I would try differant aerobic exersizes, but you will just have to see how they effect you. Theres not really much I can help you with. If you just wanna lose the fat and not nesecarilly the weight, I would try strength training to convert that into muscle. That way, you can focus on your lower body and other areas you want to tone.
Keep in mind that if you do this, you may just gain weight cause muscle weighs more than fat.

What you Had might've been in the water weight. I'd really not let this stop me from excersing, though!
Myself, for whatever it's worth, could care less about this! I like other parts, like a nice small butt.

Boobs, arms, and face are the first place you lose weight for some reason. If you are trying to lose it in the thighs and hips you have to exercise specific areas like an exercise bike, crunches, stuff like that.

Have you taken your measurements ? When you lose weight you lose it in preportion to your body, but if your chest was small to begin with then it is possible they seem abnormally small. I should know since I lost ten pounds last year and a full cup size.

do chin-dips (pull-ups) with your hands grasping the bar wide apart. This will firm your pectoral muscles and provide a lift. At first you may not be able to do even one - depending upon your strength, but dont overdo it, yet do it consistently.
If you have access to a gym, use their assisted chin-dips machine.

your breast size will fluctuate with weight loss/ gain as well as fluctuate dpending on you menstrual cycle
