because there are tons of different smells in the outdoors. but becareful, when dogs do this it is bad for them because it is to much pressure on there body(face)

They enjoy the wind blowing over them. Keep in mind that a dog keeps cool using evaporation of saliva on its tongue.
Its all fun and games until puppy gets a bug in the eye, however.

Because they need to be able to breath and that makes them feel good. Also they love to bite the air.
