Manufacturers make one wiring harness for accessories, and if the accessory is not installed in that particular vehicle, there will be a wire there that goes to nothing! If you look in the owners manual, you will see what the switch that could be there would control.

Any number of things can go there. The wires are there to be plugged in at the factory when you order the vehicle. They can be rear window wiper, rear window washer, fog lights, rear window defroster. You can trace the wires with a good continuity tester.

On most TJ's the 3 switches are for rear defrost, rear wiper, and fog lamps.

Chances are it would have been used for the switch for the factory fog lights...

Did you try tracing the wires down? I haven't noticed anything about this in the manual, but I haven't looked for it...and I haven't had that part of my dash open...yet...
