is it true that if you pull the skin on the head of a pekengese ,or how ever u spell it, there i balls will pop out?!

yes it is true. Some dogs eyes can prolapse from having that happen,or from getting hit in the head. It usually happens to breeds that have big poppy out eyes.

It can. Depending on the breed of dog. My friends dog was a Maltese and his eye popped out when playing with another dog.

No and I would not suggest trying it you may get a little miffed Pekingese on your hands. Why would you want their testicles to pop out anyway.

Yes it is. It can happen with any of those buldging eyed breeds. ShihTzus, Pugs, Chihuahuas etc.
