you mean, what will you get a better rate for? it's easier as a foreigner to use a credit card (accepted practically anywhere unlike TCs). the exchange it works on is the official one as far as i know so since you don't have to do the whole process you'll come out a winner (now that the dollar is on the rise and surpassed the 2500COP barrier again today).
credit cards are also safer, because if they get stolen you can always report that without losing money, and you don't have to carry money or TCs on yourself.

the exchange rate IS NOT 1=2200, especially now that the dollar is on the rise.

Agree. I live in Colombia. The dollar and traveler's checks are the worst. For example yesterday you would get about 2500 pesos for one dollar with an ATM card. At a currency exchange place 2200. About a 10% haircut!

Use credit cards at hotels, major stores or anywhere they are accepted. Use an ATM card to get cash. Credit card and ATM rates are based on the exchange rate on the date of purchase. Travelers checks leave you at the mercy of the hotel, store, etc. to set the exchange rate, which is usually favorable to them.

It's safe with credit cards.
You can also take Us Dollars, but not too much like $500-$2000.
The exchange in Colombia is U$1.00 = $2,200 pesos.
The life is really expensive in Colombia, mostly for the colombian people , but for you not at all.
