You can look at your credit report on-line here

http://www.creditexpert.co.uk/UK/index.aspx

(they're offering a free trial right now)

and there's firms on the internet who'll recommend you credit cards based on your scoring (do a search on yahoo or google on credit scoring)

Not being on the voter's register is bad news for getting credit - you'll need to show bank statements, bills, etc, to prove where you live.

It is important to get yourself on the electoral register as proof of settled residence, address and security for the bank. A person without proof of long residence somewhere is considered almost a vagrant and high risk.

Then contact the reference agency (get their name from the bank) and ask them for a copy of the report they hold on you. They will charge you about £2. Check if it makes a good impression on a bank and ask for correction of any errors in it. You will be surprised at the nonsense they write there. Then apply to one bank after another until you succeed. The banks that charge the most are usually the easiest to accept you. Naturally!

Get them to explain why your credit level is low, there could be an error on your record, which needs to be rectified.

Also, if you have no other accounts, you have not built up a record of how you handle credit, which makes getting new credit difficult.

I cannot think that the voters roll will influence your credit risk in any way.

There are companies that do Credit Cards for people with no credit rating or bad credit ratings. Look in the adverts at the back of The Sun or similar paper.
Expect to pay high rates, but not as high as a backstreet lender.
