It is an American. Most other countries do not consider the act of being born on their soil as becoming a citizen, if the parents are not also legal citizens.

i believe american with an african nationality. i was born in england from english parents and we emmigrated to america
and even with american citizenship i can still retain my british citizenship(dual nationality). even my american children can apply for and recieve a dual nationality status which inturn would give them the benefits available from both countries, like schools and such. i love america and consider myself an american with an english accent, but it is always nice to have that little something extra.

American - becuase the baby has America parents.

The baby may have a choice to be a Namibian too, I think (Dont know about Namibian law, but many countries do have a law, that allows you to be a citizen, if you are born on their soil)
