Hemophilia is a sex linked disorder. Meaning it's passed from the female carrier to the male child. It's carried on the female X chromosome, when an egg, being an X, is met with a Y sperm because there is no second X to cancel out the carrier X. The result is hemophilia, given this only happens if the egg is already a carrier.

XX= female... the X's cancelled each other out
XY= male... the disorder is dominant because there is nothing to cancel it out.
That is why women RARELY get hemophilia

No she would not die when she had her menstrual period. The product of the monthly period is nothing more than the sloughing off of blood and other matter that lines the uterus every month in preparation for a fetus to "live and grow" there for nine months. When sperm does not meet egg to create a zygote (baby), the woman does not get pregnant but has a menstrual period. And the matter which drains out of the uterus is what I described above. A haemopheliac could die if blood from a main artery in her body were left to bleed uncontrollably until she expired.

Of course not. That would imply that there is a 100% mortality rate among female hemophiliacs aged 12-13.

Women are genetic carriers of the disease, and men actually get it. In men with the disease they must take the missing clotting factor for life.
