I always assume it to mean 7/8 because you can normally measure 3/4.

Slightly less than the full measure. A scant !/4 teaspoon would be less than a "level" 1/4 teaspoon.

Just barely the amount called for. For example, one scant cup of flour would mean to fill the cup to just barely the one cup mark.
