Look into a secured card. The way it works is, you put up a deposit, and your credit limit starts off being the same as your deposit. As you show a history of paying bills on time, your credit line will increase.

When you have no credit, your rates won't be all that low. They won't be "bad credit" rates but you won't be getting offers for cards at 5% either. That's because you have not demonstrated that you are able to pay your bills on time. But a good way of building credit regardless of the rate is to charge a few things every month, and pay it off in full every month. If you pay your balance off in full, you don't pay any interest at all.

Try looking to your local bank. They usually offer cards to their customers with very competative rates. They are also easier to qualify for if you are a existing customer at the bank. However, do your homework. There are many cards and a lot of them contain many hidden fees. Remember if it sounds to be good to be true it probably is. Just make sure that after you recieve your card make your payments on time. If you do this you should have good credit rating in 3 to 6 months. Also see if your bank offers a secured line of credit. This is also a good way to build a good credit history. Good luck.
