I thought it meant to touch, fondle, or grope someone, but the dictionary says it is to consummate the act. That is not what I am looking for. I am looking more for something like "to pick someone up." I think in French it is something like --
Il la drague. (draguer)
How do you say "to chat someone up" in Spanish, or even better,
How do you say "to pick someone up" in Spanish?

They say in Chinese 吃 豆腐 to eat tofu. (soy beans, bean curd)
Do you know what black beans are?

in spanish in present time you can say "me la levante a ella" or if u are girl "me lo levante a el"

Damn, I am going to keep it simple. I think it is the same as "talk someone up" Like when you are talking about someone and they either call, or come by, and you say "I just talked you up. Since computers are everywhere and everyone is using them you would say "chatting someone up" instead. Whew.

I always thought of Chatting someone up as a UK phrase, meaning to use pickup lines aka chat-up lines ala "I lost my phone number... can I have yours?" or "Will you help me find my lost puppy? I think it went into that cheap motel across the street..."

To chat someone up means that you are talking to them, usually with the intention of trying to get that person to go out with you... your dictionary is way off.

Yes, I do know what black beans are. They are delicious. I eat them on a regular basis.

To "chat someone up" is flirting with someone, basically with the intent of hopefully having sex later. In Spanish, "to flirt" is "para ligar".

I just use it to mean make small-talk with someone I don't know. Hope they don't all think I'm a ********* now!

Fondle is "feel someone up".
