I would guess that the use of makeup is very ancient.
I think prehistoric people used the charcoal from the fire to paint or decorate their faces to make themselves look more mysterious or fearsome for spiritual ceremonies, or perhaps decorated their dead in an attempt to give the faces a more life-like look, and the practice evolved into using tints and colors simply for decoration.
That's my opinion, for what it is worth.
I do not wear makeup. I think I look better without it. :-))

Ancient Egypt I believe. I think Cleopatra was depicted as having used heavy eye make-up, using henna in the hair, and body art. I seldom wear make-up myself but I admire artistic use of it, to enhance women's natural features. It is an aid in self-esteem as well. Women stand a little straighter when wearing make-up, and project self-confidence. It is what it is.

Makeup's been around for ages. It's been used for a lot of different things, too. For example, to represent one's social status. That's pretty much what I know.
