Give her the time she wants. While you are doing that, remain a gentleman. Treat her well and show her how good she has it with you. That you listen, are there for her, enjoy her company, etc. In time, I'm sure she'll be yours. Besides, from what you wrote, she seems to like you but just doesn't want to rush things. Good luck. =)

That depends on how slow she is talking...
slow with no sex....That not hard when the time feels right go with the flow.
slow with just dating that is cool to that is starting of a relationship.
Just be friends slow that is cool time will take its course...
Just dont be pushy or forceful that could be a big turn off and scare her away. and then you would never have a chance.
Slow is not all bad...
By taking it slow she just wants to make sure the time is right and the person is the right one...
She is one that is serious about relationships.... and wants to be careful and not jump into something she may later regret and by you waiting could make her appreciate and love you even more... if she chooses to be with you... it may be you she is thinking of spending the rest of her life with...

Depends on the frequency of seeing each other. If you see them for more than 2 hours at a time, and more than 3 times per week, I would say you're in the territory of a "relationship." Technically you already have a relationship of some sort (as we do with everyone we know) but becoming boyfriend/girlfriend after 16 is much more obvious. You'll just know and won't have to ask.

Talk to her about it. If she wants to take it slow. Just go with it. Then means obviously she likes you and wants to also. Communication is the best policy.

Things like this eventually do take time. IF you like her, then respect her oppinion, if not then you have to choose what is more important to you. A relationship doesn't always have to go fast. You don't always have to dive in head first. Sometimes it is better to take your time! You will see the end results.

let her know that you want to be in a relationship with her...
tell her you care about her(if you do)...being in a relationship doesn't mean you have to start having sex...maybe that's what she's afraid of...why don't you sit down and talk about it with her..
