Playhouse Disney -- there are a bunch of great cartoons for them in the morning...
We especially like JoJo's Circus -- it's very interactive --she shows the kids how to do different stretches and exercises, and makes them comfortable with themselves, promting good self esteem.
Higgleytown Heros -- teaches anybody can be a "hero" if they just help out
Little Einstein -- Teamwork, love for art and music - kids love this one!! -- It's a preschool age version of the Baby Einstein

Nickelodeon -- Dora -- english & spanish language teaching
Backyardigans -- CUTE little characters teaching about teamwork..

Baby Einstein... its not cartoon, but it sure grabs their attention. Although i dont recomend the Langague Nursery one... its hardly in English at all and it talks in about 9 other languages. Wish i saved my $17 on that one. LoL.

Elmo and Sesame street are good and Winnie the Pooh has some learning ones as well.

I'd say Elmo cartoon movies, or Dora the Explorer, Barney! Anything that will teach them something while watching!

Nick Jr and Noggin both have excellent programs and they do sell those at Wal-Mart etc (try eBay too)
I know I have seen Dora, Blues Clues etc sold.
Also any of the Baby Einstein or Baby Shakespeare movies are GREAT

My daughter love DORA THE EXPLORER and she has been learning counting. At 21m she can already count through 5 without messing up. PBS kids is great for toddlers. I dont find that small children stay focused on long movies, and don't encourage it since they need active time.

Anything Elmo's World.
My daughter is 18 months old and loves him and is learning stuff all the time from watching those DVD's.

Leapfrog has education DVDs for kids of all ages. My son likes the one the teaches him phonics.
