If Teflon is a nonsticky substance, how do they get it to stick to the pan?

one would assume they put it on the pan as a coating, and then heat it up or something, and that activates its non-stickiness, so the outside is non-sticky but the inside is.

It is a liquid that is sprayed on. Than baked
