When i passed by his cubicle he called me at when i came up to him and asked him what did he need he just stared at me in the eyes for quite some time. Maybe a few minutes. He was just staring at me right into my eyes. What does it mean? He also taps me at my back and touches my arm. Is he flirting with me?

Like everyone else has said so far, he is probably flirting with you. Even though staring for more than 10 seconds is creepy. But he may just be a nerdy shy guy that has a crush on you. If you like him back, just ask him why didn't he say anything to you. If you like his response (if he gives you one) ask him to lunch tomorrow.
If you don't like him back tell him to stop bothering you because his is creeping you out.

Of course he is flirting with you. When he was staring most likely he was trying to see if your pupils dilated (got bigger) 'cause is scientifically proven that they do when you like someone. (kind of as if you were trying to get more of that person in your brain)

He is most likely telling you hje likes you. but dont start jumping to conclusions the last thing you neede is to ask him out and find out he truly has no feelings whatsoever for you.
