I was under the impression taxes would be levied only if you ate inside the restaurant.

The only time there won't be a tax on food sales is if you're a business purchasing food to resell or create items for resale.

Other than that, any item sold anywhere in any state in a retail store is subject to a retail sales tax. Your state government doesn't care where you eat it, and there would be no possible way to police the separation of off-premise and on-premise sales. Whoever fed you that piece of information was seriously misinformed.

Yes there's always tax on take out foods.

taxes depend on what state you are from, but typically yes, there is tax even if you take it to go.
