00 dialing is an AT&T feature, so if you have Sprint for your LD carrier and want to access that service, you must be forwarded to the AT&T network.

When you moved carriers, did you move all your services?

There are several types of services, that you should verify that your new carrier has, when you change companies. These are

- local call
- local toll
- inter state/ long distance
- international

Looks like, you did not specifically move your international dialling over to Sprint. Call Sprint, and have them take over the 00 dialling too.
