Having been an interior designer and a landlord renting 2 story townhomes, here are some ideas. Since you probably won't get permission to paint the walls, you can temporarily attach light weight fabric to the walls with liquid starch. It will look like paint, if you get a solid color or wall paper if it is patterned.
Simply buy inexpensive bottles of liquid starch, use a wallpaper paste trough, feed the fabric saturating with starch through the trough filled with starch and hang on the wall like you would wallpaper. You can use a brayer to smoothe out bubbles and wrinkles. Just make sure if you use a pattern to match the print at the seams. You can let it air dry or use a blow dryer if you are in a hurry. Best yet, when you leave, simply pull it off the wall. You won't affect the paint underneath and will leave no trace of the decorating technique. A cheap place to get bulk fabric for little cost is in the clearance section of JoAnne Fabrics or WalMart.
In the bathroom, use the sprinloaded curtain hangers close to the ceiling to create a dramatic effect with an ordinary window valance, an ordinary window drapery and a cheapie vinyl shower curtain. I still use this technique in my home with 3 tension rods and the drapery swung over to one side of the shower. I use washable fabric, so that I can take them down and clean them once in a while.
I also suggest the same tension rods to dress your windows. You can put it in the casing and stretch fabric, placemats or napkins over it to make inexpensive valances.
I never minded if my tenants hung pictures or made small holes in the walls if they patched and touched-up before they vacated. Ask you landlord or property manager. This gives you the opportunity to create mini-galleries of art or photos. If they won't let you make holes, you still can affix things to the walls with a product called Museum Wax which is used to earthquake proof breakables. On a vertical surface, it probably cannot support anything huge or heavy, but you can be creative with small decorative items.
I also think finding large, inexpensive picture frames at thrift stores, painting them and leaning them up against the walls uses up blank wall space and looks chic. I've filled them with family "heirlooms" like handkerchiefs, my husband's baby clothes and my granny's 1940's glove collection.

I think the answer from the interier decorator says it all , lotta work though, I would say a lot of pillows, even on the floor next to a console Tv, Valance can do a lot if you dont want to buy a lot of curtains that wont fit the next place you move too. Mirrors , mirrors are wonderful at one time I had 7 Mirrors all shapes and sizes on one wall. Its great. Try it!!! Go to tag sales and buy different size frames, have glass installed, not a waste of money and you can always use them somewhere!!! Hope I helped
