We have been on several NCL cruises and if the cruise is 7 days or more you can count on there being at least two formal nights. A dress or suit (or Tux) is recommended/suggested. But, I have seen people come in the dining room dressed casual if they don't want to "dress up". The one rule for NCL, and all ships, is no bathing suits, shorts, bare feet, etc after 6:00 PM in the public areas. Public areas would be the dining rooms and restaurants, the casino, show rooms, bars and lounges/cafes. If you want to hang out at the pool or the enclosed pool areas after 6:00PM its OK, just stay away from the other areas with that.
After 6:00 PM they want casual ,or "smart casual" which is an expression for a little more dressy, like a sports coat for men. NCL has frestyle cruising, which I do not like, so you don't have an assigned table and time to eat in the main dining room. In fact, you can skip the main dining all together and never dress up.
We just finished a Baltic cruise and it was great. If you are going to St Petersburg Russia and have the time, do the Russian folk show if its offered, that was great. Skip the tours in Helsinki, Finland not much to see there. The Viking Ship Mueseum in Norway was great and so was the Vasa Museum in Stockholm.

NCL dress code is Resort Casual... but they encourage you to were what you are comfortable in... They are many different venues on the ship, so pack your swimsuit... a pair of jeans, things you would wear to a nice party at friends house and even more dress attire if you choice to go to one of the fancier restaurant on the ship..
When I cruise with NCL, I treat it just like a floating city their are many atmospheres and venues to choose from based on your moods and desires....
