California Highway Patrol
The Office of Dignitary Protection is responsible for the protection and security of the Governor, Lieutenant Governor, Secretary of State, State Treasurer, State Controller, State Superintendent of Public Instruction, State Insurance Commissioner, and other elected officials as needed. The Office of Dignitary Protection also assists in the protection of national and international dignitaries during their visits to California.

In all states of the union, the protection of the governor is the responsiblility of the state police organization. In the case of Arnold, it is his potential attackers who need the bodyguards.
