Adoption in the sense of changing one’s identity and lineage for a false lineage is prohibited in Islam; but at the same time, it is allowed for Muslims to adopt a child in the sense of taking him/her under his/her wing for providing both physical and spiritual care for him/her. The Prophet (peace and blessings be upon him) said, “The best house of Muslims is one where an orphan is cared for.”
Islam's stance on adoption rests on the necessity of keeping the biological parents of the child always in picture. Keeping the original name of the child, and letting him know who are his real parents are some of the conditions stipulated by the Shari`ah when legalizing fostering.

Islam is NOT against adoption , at all , Prophet Mohamed said " Me and the Adopter are like those in heaven and he pointed to two of his close fingers " this means that the adopter of a poor child would be very honored in heaven ,
all what the verse means that the adopted children are not named after their fathers who adopted them , but after their real fathers , simply because Islam doesn't want the family relations to be destroyed , or that one day a brother marries his sister simply because he didn't know that she was his sister ..

One of the best rewards one can do in Islam is adopt a child Muslim or not. The verse you mentioned is concerning their rights. Among their rights is carrying their real names. This verse was addressing Prophet Mohammed who adopted Zaid bin Haritha. Whom the people started calling Zaid bin Mohammed. In Islam it's important to keep your true identity.

Nothing wrong with adopting an orphan child but they can never truly be your own, and you can not tell them you are their true parents.
Also the situation can get messy because if the adopting parent was to have another girl then she and her mum would have to adopt hi-jab in front of the adopted child if he was a male.

about three hours ago i was looking on the web to try to find out how to adopt a Sudanese child. since it's a primarily muslim country, it looks to be nearly impossible.

It is definitly ok, but you need to open up a idea of allowing them to see their true parents. You must treat them with a diffrent point of view because they are not your flesh and blood. That, of course, does not mean they are less then a real son or daughter, but you have to make sure you allow them to try to find their biological parents.
