DOGS JUST NEED TO BE SHOWN THE CORRECT WAY OVER AND OVER AGAIN. DONT HIT THE PUP, REWARD HIM WHEN HE GOES OUTSIDE (OR ON THE PAD) I HAVE A 1 1/2 YEAR OLD LAB AND A BASSET HOUND ,AND NOBODY PEES ON MY CARPET. IF YOU CANT LEAVE THE HOUSE THEN THE BEST THING TO DO IS JUST TRAIN IN ONE SPOT THAT THE PUP CAN GET TO. LIKE THE KITCHEN, THEN WHEN SHE FEELS THE NEED SHE CAN GO ON HER OWN. DONT TRY TO GIVE A SET TIME, LIKE PUTTING HER IN THE BATHROOM UNTIL SHE HAS GONE. SHE WILL LEARN DOGS ARE SMART

small dogs are the worse to train. I had to take my dog physically out side every 1/2 hour and then lengthen it by 10 minutes. My vet also told me to pull the water up off the floor and only give her water while I was there then take her out side so that she could associate the water/peeing feeling with drinking and outside to relieve herself. As far as finally getting her to last longer than 4 hours, I had to make sure she sat by me while I watched TV.....I never and to this day let her run about the house by herself.
I taught her to use a dogie door, this works very well with tiny dogs like ours. As for the night, she sleeps on the bed with me, she gets no water after 10:00 and she does not pee until I let her out in the morning. Mind you, this is a process that you must have patience and endurance. I for one will never have another dog this small Roxy is adorable, affectionate and lovable, but she is not the best dog for training.
Crating does not hurt your dog. Most dogs like it because they feel safe and supposedly they will not pee where they sleep...HA.

I have a 11/2 year old shepard and she pooped and peed in the house at first and I would lock her in the laundry room(crate) everytime she went in the house for about an hour. when she did her business in the house I would rub her nose in it. Mean I know but now she wines when she needs to go out and I haven't seen her pee or poop in the house for 7 months now, NOT ONCE! Whe goes to the back door and wines to go out! It just kinda happened that way.

OBEDIENCE TRAINING.... As far as house breaking, he needs to be supervised at ALL TIMES(on a short leash), and when not supervised, he need to be in a crate. Get him on a feed/water schedule: After eating he will need to poop, every 4-6 hours. As far as urinating, every 2 hours after drinking water. Take him to the place you want him to eliminate, and wait until he does, then LOTS of praise. If he doesn't, put him back in the crate, wait 15-20 min, then try again. If he starts to go while you have him on the leash, then give a leash correction, ( short, quick tug on leash) and say NO ! all the way to designated spot.

why don't you teach your dog to do her business outside? Then, there won't be any confusion about where she's allowed to go in the house.
