We have a possible serial rapist and child molestor living in my neighborhood. He has been following myself and some neighbors. He lurks by the pool and the playground. He hides behind dumpsters watching us. We have called the police and they say they can't do anything about it. Something has to be done. PLEASE HELP!!!

I already know he is a convicted child molestor and the police do too, I just need to know if he is allowed to be at the pool, playgrounds etc and what can be done about getting him away from our children?

They are not allowed anwhere near playgrounds or places that children frequent. They are not even allowed in a McDonalds, Dairy Queen, etc that has a childrens playground. This guy sounds very creepy, can you get together with a bunch of neighbors to talk about this guy and decide what your options are? Someone needs to do the research and find out what can be done. I would call his parole officer. They do have to check into it. And don't even let your kids sleep alone in their own bedroom, it is too easy for people to break into your home, even if you think all your doors & windows are locked. In fact, lock all your doors and windows, then walk around your home looking for other ways to get in. Because if he was to ever try to get in, he might do this and you would want to know ahead of time what to watch out for. I would call the police, and have all the neighbors call the police, with reports of anything creepy the man has done that day, until they get sick of hearing it and decide to take care of the problem. I would also talk to his landlord, and have everyone in the neighborhood present their objections to this man. I don't know if the landlord can legally do anything unless the man breaks on of the rules, but maybe the landlord won't be so lenient if they know the guy has problems. Write a letter to the editor of all the newpapers in the county, stick a sign in his front yard that says "A convicted child molester lives here." Basically just make him realize that his life would be happier if he wasn't living in your community. Call the local news stations, all of them, and ask them to do a story on this. Make him miserable so he wants to move! And get some protection, take lessons on how to protect yorself, ask the police to give a talk at the school, or at least to the neighborhood children, about how to protect yourself from childmolesters, and what to do if one approaches you, like how to get away, etc.

It depends on his terms of release. If he has served his time...and he hasn't been deemed a threat...he can live where he wants as long as he reports where he lives to the city (if he is a registered sex offender)
As far as "following you" ...that may be better addressed through the "Stalking" laws rather than the "Sex Offender" laws.
How is he a "possible serial" rapist and child molester? Are you assuming this or do you know he has infact commited a crime? Go to www.Scanusa.com to look him up..you can find out all his prior charges, where he is registered as living, and whether or not he's in violation...IF HE IS...that is just cause for the lazy *** cops to come pick him up.
You'll need to know his first and last name or at least some of his alias' and you'll have to be able to positivly identify him.
Good Luck.

Child abusers will usually say "Your parent asked me to pick you up.". To protect them from this give them a "password". Say like, "Butterfly". When the abuser approaches your child will ask the password and the abuser will not know so your child will not listen to them. So, the child is pretty much safe.

go to meganslaw.org (not .com) scroll all the way to the bottom, and click the state you live in and scroll all the down again and there should be a link or two to take you to a database search for your state where you will be able to find the offender

You can find them on the website Meagan's Law. It should tell you where they leave and what they were convicted of.
