I found a website out on the net that is an international burn vicitms site that has pictures of adult and child burn victims from around the world. I would be careful using a shock treatment on that young of children because these graphic images might cause more harm than good.

You can go to http://www.google.com and http://www.picsearch.com and you can click on images on the google search site, and type in burn victims, and show them what playing with lighters can result. Or take them to your local fire department and really scare them, by letting the firemen talk to them about playing with matches and lighters.

www.rotten.com has a burn unit i believe...Burns are graphic, you are better off to teach her that fire is a tool not a toy & have her parents call the local fire dept and ask if there is a fire safety course they could enroll her in... interest in fire is a normal thing for children, when my oldest had his inclination torwards fire, i bought a bunch of boxes of stick matches and let him light them in the empty kitchen sink while i stood there & watched ... we did this untill he was tired of lighting matches...when it wasnt taboo, it wasnt fun anymore...
